reindent-php-comments: preference buffer-specific variable

Default value: 17

Bits in this variable control how PHP mode indents comment lines.

The 1 bit lets Epsilon try to compute the correct indentation of comment lines during most commands that reindent, such as <Tab>.

The 4 bit makes Epsilon reindent a comment line when you press <Enter> at the end of one, and php-reindent-previous-line would ordinarily permit Epsilon to reindent it.

The 16 bit lets the indent-region reindent comment lines.
