Make Epsilon use a different encoding when writing.
When you read a file encoded in Unicode UTF-16, Epsilon converts it to
an 8-bit format as it's read. It performs the reverse conversion when
you write the file. This command forces Epsilon to use a particular
encoding when saving the file. If you select a UTF-16 encoding,
Epsilon converts the 8-bit buffer to UTF-16 when writing. If you
select raw/UTF-8, Epsilon does no conversion when you save the file.
